Isaac packs hazards despite weakening winds

NEW ORLEANS (AP) ? Isaac is spinning off life-threatening severe weather even as it weakens slowly on a northward trek over Louisiana.

The U.S. National Hurricane Center says Isaac's wind strength was slowly ebbing Thursday. But the storm was still generating hazards from inland flooding, storm surge and potential tornadoes across the central Gulf Coast.

The hurricane center said tropical storm-force winds over 39 mph were being felt up to 175 miles from Isaac's center, mainly to its east and south.

Isaac's center bypassed New Orleans and its newly fortified levees as a hurricane Wednesday but flooded areas to the city's north and south, where people had to be evacuated or rescued.

Isaac had top sustained winds of 45 mph early Thursday as its center moved over southern Louisiana.

In-site-full: Altered Items & Home Decor Pieces

I absolutely love how I initially started scrapbooking, then learned to make cards, and then fell in love with creating home decor items using my paper crafting supplies. I think the craft crossover between sewing, stamping, card making, memory keeping, and so many other arts has been so exciting. After 15+ years in the industry, it's been eye-opening to see how the craft has changed and grown and morphed into so many different ways to express ourselves. What a rewarding job I have!

I wanted to share a few of my more recent projects with you starting with this fun receipt tray?from 7 Gypsies that I altered. I love grid design so of course I totally fell for this darling little hanging tray. I created several little rectangles starring my little niece, Amelia, whom I miss like crazy as she lives in another state. Now I can smile at her sweet face all day with this completed home decor piece:


Sometimes I just want a piece that perks up my office a bit, so I painted a flowerpot black, painted some wooden dowels green, and then glued on some accordion folded flowers I created with my scor-board. So quick and easy and so?fun to change out with the seasons if I so desire:

I often create a project with a certain person in mind. This altered letter will be perfect for a little girl or boy's room. This collection from Carta Bella Paper "Alphabet Junction" is just darling and works well for children, school, and baby projects.

Most people purchase their pet food from local big box stores or grocery chains. But if you want your pet to have a different kind of nutrition, or it has allergies to grains, the new Pet Food Depot, 70 S. Highway 160, in the Pahrump Junction shopping center might be just the thing.

Former owner of a local pet warehouse, John Shewalter is managing Pet Food Depot for an out-of-state owner and brings his wealth of knowledge to pet owners, but on a small scale.

?I know more about pet foods and nutrition than most anyone,? Shewalter said as he launched into a discussion of the product lines in stock.

?We carry food, treats and toys for dogs, cats and other small animals.? He said the store will increase its stock according to demand.

?I had someone come in asking for bird food, so I ordered it. Someone else wanted chicken feed, so I?m getting that.?

The store stocks pet foods from Diamond, Premium Edge, Chicken Soup and grain-free Taste of the Wild in both bags of dry food and canned as well.

He said not only are some dogs allergic to the grain in most pet foods you find in the other stores, cats are even more adverse to them.

?Cats don?t have the digestive enzyme to break down the grains. They are different than any other animal. Most animals convert carbohydrates to energy, where a cat converts protein to energy.? The store also carries grain-free treats.

Something Shewalter said is ?a huge market? are a line of fresh, raw foods for pets. ?People are looking for unprocessed foods for pets just like they do for themselves. It?s better nutrition.? He said there are three freezer cases of raw foods and if he doesn?t have what you want, he will order it.

Shewalter said he will also carry a limited number of feeding dishes, collars and leashes in the next couple of weeks. ?We only have limited space, so the store won?t carry massive amounts of items, and pet food won?t be available in bulk.?

He said the store will stock smaller quantity bags of pet food to ?avoid the mess created when dealing with bulk food and treats.?

For those who make their own pet food at home, Shewalter said he carries a powdered mineral supplement owners can add to the homemade food.

?Making your pet?s food is great, but they need minerals, too.? He said the minerals are already in dry pet food and animals need one or the other.

The quality of pet foods in stock and some of the brand names are available in other locations around town. Shewalter said he will match prices on exact items with those suppliers and ?be competitive.?

Shewalter said the store is open from 10 a.m. to 7 p.m., every day and if you don?t see something you want, special orders are welcome. Call 537-6533 for additional information.

(AP) ? Thousands of people have lined British streets to welcome the Paralympic flame as it arrives in London ahead of the games' opening ceremony.

The flame, which is being carried by some 580 torchbearers in total, will visit London landmarks, including the Abbey Road crosswalk made famous by The Beatles, before it arrives at the Olympic Stadium in east London.

The 24-hour torch relay began Tuesday night in Stoke Mandeville, about 45 miles (72 kilometers) northwest of London, the birthplace of the Paralympic Games.

Queen Elizabeth II, Prince William and the Duchess of Cambridge are expected to join thousands at the opening ceremony Wednesday evening.

The ceremony is directed by Oscar-nominated film and theater director Stephen Daldry, known for the movies "Billy Elliot" and "The Hours."

Reddit is getting a fundraising button

Being ?the front page of the Internet? comes with power, and Redditors have often, if not a bit spontaneously, channeled that power for fundraising.

Among their good deeds: giving a bullied senior citizen bus monitor a $700,000 vacation budget, scrounging up $31,000 overnight to help a three-year-old who needed a bone marrow transplant, and contributing more than $180,000 to Haiti earthquake relief efforts.

Now, for the first time, Reddit users will be able to execute some of these fundraisers within Reddit-branded pages.

Starting today, managers of the site's topic pages, or Subreddits, can opt to accept donations to specific nonprofits by installing new "Donate" buttons on their Subreddit pages. The TwoXChromosomes Subreddit, for instance, will add a button to support She's the First, an organization that supports girls' education in the developing world.

The buttons and the donation system they're attached to, Reddit Donate, were developed by payment startup Dwolla in partnership with another payment startup called Stripe. It will launch with 12 nonprofit partners, including Kiva, Charity: Water, and DonorsChoose.?

Many Subreddits are already active fundraisers. The atheism Subreddit, for instance, helped raise more than $200,000 for Doctors Without Boarders by directing traffic to a third-party fundraising page.

Without a Reddit tool for accepting donations, most fundraising Redditors have, like the athiest group, pointed each other to crowd funding sites such as Indiegogo, independent funding sites, and custom landing pages on charities' websites to contribute.

At times it can be unclear, however, where the money is actually going. Money raised for the bullied bus monitor's vacation, for instance, was collected on an Indiegogo page that was not set up in her name, but a Redditor's name. If a less scrupulous person had created the page, the story may have lost its happy ending.

?We want to protect our community, and for it to know that if it donates $100, that it's going to the right person and not to various fees,? Erik Martin, the general manager of Reddit, tells Fast Company.

Dwolla removes credit card numbers from transactions--and with them a handful of third-party financial-service providers?-and thus is able to charge an impressively low fee of $.25 for transactions more than $10 (transactions involving less than that are free). Money travels directly from donors' bank accounts to nonprofits' bank accounts. Stripe keeps the credit card in the process and charges 2.9% plus 30 cents per transaction.?

Reddit has taken other steps to support charitable efforts initiated in its site, but none so significant.

Earlier this month, the site named Crowdtilt its official fundraising partner. A newly-launched startup, Crowdtilt enables anyone to raise money for any kind of project, and it promised Reddit to wave fees and verify that donated money ends up where it is intended.

It's difficult to verify how organizations that aren't registered nonprofits are spending their money, so the Dwolla and Stripe button only applies to nonprofit partners for now. That leaves out the individual-specific causes Reddit is famous for supporting.

Ben Milne, the CEO of Dwolla, tells Fast Company that if Redditors embrace it, there's likely room for the project to evolve. For now, the new feature formalizes a giving habit that has already become part of Reddit's reputation.

?It?s just like anyone could always raise money for their project," says Milne, "but it got way easier when Kickstarter launched.??

Director Risk Management

The Director of Risk Management is responsible for the overall operation and direction of the Risk Management function.  Primary responsibilities include planning, organizing, managing and directing the daily operations, in addition to the implementation and execution of policies and procedures designed to improve overall loss results.  Additionally this position will be expanded upon to include the Business Analytics operation encompassing the functions currently in the Marketing organization.

PRINCIPAL DUTIES AND RESPONSIBILITIES

    Recruit, select, and develop Risk Management Consultants.
    Direct the delivery of value added risk management services to policyholders and prospective policyholders.
    Monitor, analyze, and report on loss trends and class code profitability.
    Develop recommendations to improve loss frequency and severity.
    Partner with other functions to  implement proactive solutions to improve results.
    Develop and implement the Business Analytics Unit, formalizing analysis of trends in Sales, Underwriting, Claims, and Risk Management.
    Provide strategic input as member of leadership team.
    Serve on the corporate insurance committee as a component of Enterprise Risk Management.
    Promote and develop high levels of customer service in the decentralized, customer facing Risk Management organization.
    Build process efficiencies into the risk management organization.
    Maintain and disseminate up to date knowledge of all OSHA standards and regulations.
    Partner with companies University to develop and deliver training.
    Interact with Reinsurers on risk management methods and portfolio quality.
    Select and manage vendor services, programs, and standards.
    Conduct accident investigation of select claims.
    Represent company in association meetings and events.
    Develop and manage departmental expense budget.
    Perform other duties as assigned.

Job Qualifications

Knowledge, skills and abilities required for competent performance in the job:

    An excellent understanding of underwriting, claims and risk assessment principals
    An exceptional understanding of insurance company home office management processes, issues and requirements
    Excellent personnel management skills
    A diverse background within insurance company operations is a plus.

 

Background and experience required for competent performance in this job:

    Must have a Bachelor???s degree and at least 10 years of insurance risk management, claims and industry experience; or an equivalent combination of education and experience.
    Must be able to communicate effectively, both written and verbally, with all levels of the organization and its business partners.
    Must have managed at least a two-tiered management structure previously (at least managed a manager or supervisor).
    Experience in managing through a period of significant organizational change.
    Industry designations from the CPCU Society or Risk Management Society (e.g., CPCU, Associate in Risk Management or Certified Risk Manager) are preferred.

SAN BERNARDINO COUNTY BUSINESSES SURVEYED

Workforce Investment Board prepared to help businesses and job seekers through economic recovery

San Bernardino, CA (August 15, 2012) ? The San Bernardino County Workforce Investment Board (WIB) surveyed 2,220 local businesses regarding growth, employment trends and quality of workforce for the region and industry sector. The top three industries in the County ? healthcare, transportation and logistics and manufacturing ? indicate hiring and business growth is expected. The WIB continues to support and assist businesses during the upward trend through its Business Resource Team and Employment Resource Centers. Many of the employers surveyed, participated in programs implemented by the WIB including job fairs, On-the-Job Training grants, process improvement and no-cost workshops.

"The businesses surveyed are reporting an increasing need to hire, plans to expand services, products or physical space and improvements in the quality of the local workforce," said Sandy Harmsen, Executive Director of the San Bernardino County Workforce Investment Board. "This is valuable data that will steer our Business Resource Team to continue working with these employers, as well as reach out to additional business to help them hire, train and employ our county's residents."

The WIB and its Employment Resource Center teams use this report to determine which employment sectors are growing and where to focus training funds to assist job seekers who want to enter long-term careers.

The findings included:

  • In the West Valley region, 21% of employers surveyed reported an increasing need to hire and 24% indicated they were planning expansion.
  • In the Deserts, 21% of employers surveyed reported an increasing need to hire and 16% indicated they were planning expansion.
  • In the East Valley, 26% of employers surveyed reported an increasing need to hire and 23% indicated they were planning expansion.
  • In Healthcare, 26% of employers surveyed reported an increasing need to hire and 26% reported they were planning expansion.
  • In Transportation & Logistics, 19% of employers surveyed reported an increasing need to hire and 19% reported they were planning expansion.
  • In Manufacturing, 22% of employers surveyed reported an increasing need to hire and 25% reported they were planning expansion.
"The vital support the Workforce Investment Board provides the local business community definitely addresses our current unemployment rate of 11.9%," said Josie Gonzales, San Bernardino County Chair and Fifth District Supervisor. Obama, Romney spar over private-sector's role in education

WASHINGTON (Reuters) - On the campaign trail during the past week, President Barack Obama talked a lot about education.

Making a bid for young voters and their parents, Obama accused Republican rival Mitt Romney of planning to slash aid to college students. Romney hit back by noting that Obama, a Democrat, has not been able to rein in the soaring cost of tuition.

But the differences between the two candidates on education policy extend far deeper than a war of sound bites over college costs. In an echo of their broader philosophical divide, Romney and Obama split sharply over what role the private sector should play in the U.S. education system.

"There are very, very meaningful differences in philosophy," said Phillip Handy, a businessman who was chairman of the Florida Board of Education for six years and now advises Romney on the subject.

Romney seeks to encourage - with federal subsidies, when necessary - robust participation from the private sector in teaching American kids and training workers. He would use public dollars to enroll more children in private schools; keep federal aid flowing to private, for-profit colleges; and pay private banks to take over part of the federal student loan program.

Obama, by contrast, has sought to expand government's role in education.

He has directed billions of dollars in federal funds to states that adopted his vision of a revamped kindergarten through 12th grade curriculum, with more emphasis on standardized testing. He has secured billions more in public funding to help states avert teacher layoffs.

And in higher education, Obama has expanded federal student aid and cracked down on for-profit colleges that he says leave students with too much debt and too few job prospects.

Here is a look at a few key disputes over education policy:

CHARTERS AND VOUCHERS

In K-12 education, Obama has gone much further than his allies in the teachers unions would like in embracing charter schools, which are publicly funded but privately managed, in some cases by for-profit companies.

Obama has pushed states to allow more charter schools to open and has directed federal funds to some of the most successful, including a five-year, $50 million grant to the KIPP network of charter schools.

But Romney, the presumptive Republican nominee, would go further.

He has called for redirecting up to $25 billion in federal aid to help schools serve disabled and impoverished children.

Under his plan, up to 12 million needy students nationwide could use the funds to pay tuition at private or religious schools or to enroll in charter schools that might not otherwise have the resources to serve them. Romney would press states to lift all caps restricting the number of charter and online schools. And he would expand federal funding for charter management companies, with the aim of helping the best grow rapidly.

Romney also has cited as a model the aggressive education overhaul in Louisiana. Under Republican Governor Bobby Jindal, the state has laid out a plan to shift tax dollars from public schools to private-sector entrepreneurs and industry trade groups that design courses for K-12 students.

Romney argues that the public school system is broken and in desperate need of new ideas and new energy from the private sector. He is clear about whom he believes is to blame: A campaign policy paper calls public education "an antiquated system controlled to a disturbing degree by the unions representing teachers."

Teachers unions, predictably, have rallied to the Democratic president. They dislike some of his policies, such as his push to rate teachers largely by their students' progress on standardized tests. Still, they are expected to spend millions supporting his campaign.

"Do we believe that this administration has put too much of a focus on testing and competition? Yes," Randi Weingarten, president of the American Federation of Teachers, told a recent union convention.

But Weingarten also credited the president's stimulus bill with saving the jobs of 300,000 school employees across the nation. More recently, Obama requested - but failed to get - $55 billion from Congress to prevent some 320,000 teacher layoffs and repair crumbling schools.

FOR-PROFIT COLLEGES

In higher education, the candidates are sharply divided over the value of private, for-profit colleges that offer career training and degree programs in everything from dental hygiene to wind turbine repair to video game art.

Romney has touted for-profit colleges as vital players in higher education. Their very presence, he argues, spurs competition, keeps costs down and expands access to higher education for millions of young adults and mid-career workers looking to shift to a new field.

Obama, however, has accused the industry of promising too much and delivering too little. Too often, he says, recruiters enroll students who do not have a realistic chance of getting a degree or landing a job in their chosen field - and who gain little from the programs except mountains of debt.

In a speech to veterans this spring, Obama accused private, for-profit colleges of trying to "hoodwink" and "swindle" military families eligible for financial aid under the G.I. Bill.

The administration has sought to crack down on abuses by pulling federal aid from colleges that fail to produce enough graduates who find "gainful employment." A federal judge last month invalidated part of that regulation; the administration is still considering its response.

Romney has said he would repeal the regulation altogether.

Romney advisers say he also would push for repeal of a federal law that aims to ensure that for-profit colleges do not get all their revenue from federal student loans, but attract at least some students willing to pay the tuition out of pocket.

Calling for-profit colleges a good deal for students, Romney has campaigned several times on their campuses. Industry leaders have contributed heavily to his campaign. Bill Heavener, the CEO of Full Sail University, a for-profit college in Florida, is a top Romney fundraiser and donor.

The industry's trepidation about Obama comes through in a recent poll of influential players in the education world conducted by Whiteboard Advisors, a consulting firm.

Asked how concerned for-profit colleges should be about a second Obama term, 38 percent expressed strong concern - and another 21 percent checked the box labeled "Panic!"

UNDER ROMNEY, PELL CUTS LIKELY

Romney's selection of Ryan as his running mate has added a wrinkle to the debate over education policy.

The sweeping budget plan that Ryan has laid out - and that Romney has endorsed in principle - would make deep cuts in discretionary domestic spending, including education.

Ryan has not spelled out exactly how his budget axe would fall, but he has said he would cut the number of students eligible for Pell Grants, which help pay college tuition.

In a new ad, Obama accuses the Republican ticket of planning to cut college aid for millions. Another ad, produced by the Democratic National Committee, ridicules Romney for telling young voters that his best advice on affording college is to "shop around" for a good deal and borrow from their parents if necessary.

Romney and Ryan say that the easy availability of federal grants and loans drives up the cost of college for everyone - and has turned into a de facto entitlement. "America needs a new normal," Romney declares in his education policy paper.

Political pundits say they expect education policy disputes to pop up before the November 6 election because the topic encapsulates the candidates' divergent views on the role of government.

As Fredrick Hess, a political scientist at the conservative American Enterprise Institute, put it: "Education may well end up being used as Exhibit A."

(AP) ? Tuesday's brunch with former Secretary of State Condoleezza Rice and House Speaker John Boehner has been moved indoors. Schedules were rearranged to fill an open Monday evening. Sandbags were in place outside the hotel housing the 800-strong California delegation.

The threat of Tropical Storm Isaac left delegates to the Republican National Convention recalibrating Sunday but insistent that the show will go on with just a few modifications due to the weather. The GOP postponed most of Monday's lineup, cramming four days of events into three with hopes for a major send-off for Mitt Romney on Thursday.

"I think frankly Thursday night is going to be the big show ... and nobody can articulate Romney's message better than Romney," said Jim Poolman, vice chairman of the North Dakota GOP. "Wednesday will be important for Paul Ryan to introduce himself to (the country). And those two nights won't change."

Poolman arrived in the Tampa area Sunday afternoon and was settling in. He said if Monday's opening forum is abbreviated, he will likely stick around his Treasure Island hotel to get some work done.

A revised convention schedule shows a brief Monday session that Romney's chief convention planner said would last no more than five minutes.

Mitch Zak, media director of California's delegation, said a lot of events were being reorganized because of the storm.

One that went off as planned was Sunday night's kickoff party. Delegates flowed into Tropicana Field, taking advantage of the welcome event organized by the convention host committee.

The home of the Tampa Bay Rays was transformed from baseball field into a party zone featuring three separate stages that showcased acts such as country music star Rodney Atkins, belly dancers and cheerleaders. Delegates got to drink as well as take in Cuban food and local seafood.

Organizers said that roughly 20,000 people had been invited, but they were not certain how much the potential threat of Tropical Storm Isaac would discourage people from attending. Ken Jones, president and CEO of the 2012 Republican National Committee host convention, defended going ahead with the event despite the storm threat.

"It's really less about the partying atmosphere and really more about promoting Tampa Bay," Jones said. "We are on a world stage right now. We are going to showcase our city to the world."

A Monday breakfast with speakers such as New Jersey Gov. Chris Christie and Hewlett-Packard CEO Meg Whitman was moved to a new room inside the TradeWinds hotel on the water near Tampa. The brunch with Rice, Boehner and California Rep. Darrell Issa, was planned for an outside venue, but will now be held within the hotel.

"They're putting some sandbags up outside and we'll just have to wait and see, and hope Isaac is kind," Zak said, noting that 90 percent of his delegation has arrived.

"The staff and the organizers are focusing on the logistics," Zak said. "Everyone has arrived with a sense of energy. So we're all rolling with this."

The latest weather reports showed Isaac heading farther west of Tampa, but hurricane warnings were issued from the New Orleans area to the Florida Panhandle.

Zak saw no effect on the mood of the convention, or Romney's ability to get his message out.

"We're ready to blow the roofs off on Tuesday night," he said. "We're going to give him one hell of a send-off."

The inclement weather, if anything, will "demonstrate that the Republican Party is resilient and committed to America," Zak added.

Tom Del Beccaro, chairman of the California GOP, said the delay "will only result in some pent-up energy but otherwise won't affect us that much."

At least one delegate was concerned about the fast-changing schedule.

Shane Goettle, a North Dakota delegate who lost a GOP congressional primary earlier this year, said he was worried that some Republican Senate candidates would be bumped from the schedule, including his state's nominee, Rep. Rick Berg.

Indeed, the revised schedule released Sunday showed Berg was not among those who kept their speaking slots.

"As a delegate from North Dakota, I'd very much like to see him up there," Goettle said.

Goettle planned to attend a business meeting that has been moved to Tuesday. For the down times in between, he said, "it's an opportunity for our delegation to bond."

Michele M. Mustello and her sister, Marci, drove 18 to 20 hours from Butler, Pa., to Tampa and arrived Sunday.

Mustello said she'd play Monday by ear, depending on how the convention agenda has changed. But for now, none of the luncheons or mixers she planned to attend had been canceled.

Independent films: Art for all | The LaSallian

Perception

The recent death of Dolphy, the King of Comedy, has left movie critics and filmmakers gunning after the restoration of Philippine cinema?s former glory.??

?

All this comes on the back of renewed soul-searching in the film industry. Searching for memories of a long gone (or perhaps non-existent) golden age, we hark desperately back to those days when the Philippines was dubbed the capital of Asian cinema.

?

A National Statistical Coordination Board study released in February this year revealed sobering news, to say the least. The data has confirmed what many Filipinos have thought for a long time; the local movie industry has declined. The number of films produced in the country has dropped by half over the past ten years. In nearly half a century between the 60?s to the late ?90s, the Philippines had churned out an average of 140 movies a year, taking 20 percent of the domestic market.

?

Today that figure has dropped to 73 per annum, or 11 percent of the market. In 2011, only 78 films were made.? The reasons? Piracy, competition from abroad, and a lack of local support.

?

The study?s lead author Gerald Clarino explained, ?There are many factors causing the fall. There is piracy and competition from foreign movies. Local movies are also not given as much support from the public.??? In contrast to customary policy in the rest of the world, our local film industry does not receive any sort of concrete support from the government.

?

Since local filmmakers cannot keep up with foreign films that have multimillion-dollar budgets, they settle for cheap brass and not-so-special ?special? effects, a stereotypical cast, a concourse of celebrities, and unimaginative plot lines that leave viewers slightly entertained and laughing their asses off? straight out of the cinema.

?

At this point, is there any chance for their native kin to pick up where they left off, and restore their former glory?

?

Maybe, if they all go indie.

?

Independent films are gaining widespread attention these days. Students, artists, and every day Filipinos alike want their stories told through a different lens and through films made with creativity beyond the demands of commerce.

?

For advertising major Queenie Ong, the first words that come to her mind when she thinks of independent films are ?liberated and bold.? ?????????????????????????????????????????????????????????????????? ??????????????????????????????????????????????????????????????????????

?The directors, writers and the creative behind these films express realities and issues of our modern society in a fresh, bold perspective, following no limitation and restrictions. In indie films, freedom of expression is greatly emphasized,? Ong said.

?

On a more positive note, the NSCB study also found that while mainstream filmmaking has been on a decline for years, more recent independent films now account for more than half of the total production in the country; 45 films in 2010, and 44 in 2011.

?

Directors of these films, including Brillante Mendoza, Pepe Diokno and Jim Libiran, have also consistently won foreign film festivals over the years, despite rarely landing the big box-office back home.

?

All this has been made possible by the ?democratisation of 21st century media? and the advent of digital technology, which tends to be cheaper and easier to use than the clunky studios of yore.??

?

Another reason is public weariness with formulaic?flat plot lines typical of contemporary mainstream movies ? designed to amass the largest possible audience, and thus attract the most money. These tend to be light, romantic comedies that, while continuing to attract a hefty share of viewers, are starting to look rather dull. But if the rise of independent media is a sign of a growing trend, then this strategy of profit-through-dumbing-down-the-masses appears to have failed.

?

Unfortunately the independent film sector is suffering the same problems?lack of funding and public support?faced by their commercial counterparts. A skeleton crew, limited lighting set-up and props, and lack of high-end video equipment are evident limitations caused by the film?s financial constraints.

?

Vis-?-vis commercial films

?

Coughing up cash is never easy. This is a struggle faced by any filmmaker seeking art over profit. The film industry?s gatekeepers, the distributors, often agonize over such questions as the film?s title ? is it catchy enough? The actors and actresses who star in the film ? are they famous enough? The plot ? does it fit our definition of an epic hit, enough to rake in a solid profit? Only a handful of studios or distributors are willing to shell out cash, and take the risk of spending on an indie film. The flimsy budget then bleeds into the end-product, as viewers compare it to commercially-produced films.

?I prefer commercial films than indie films,? shared sophomore student Sidrick Cabatingan. ?In commercial films, the overall quality is better, storylines are clearer, climax could be easily determined, and endings are made properly albeit predictable. Unlike that of the indie films, the camera angles are handled more professionally.?

??The government should allocate more budget in producing and in preserving the culture and the arts, the independent films for example. These independent films display the talents and creativity of local directors,? added Cabatingan.

?

??Through independent films, we as a nation can share the history and culture of our country,? said business student Gabriel Obligacion. ??

On mass-production

????????Due to its limited distribution channels, independent films are only showcased in a specific venue and schedule ? The 8th Cinemalaya Independent Film Festival for example, was only a 10-day event with films shown mainly at the Cultural Center of the Philippines (CCP) with satellite cinemas in Greenbelt and Trinoma. Evidently, only a select group of the cinema market ? communication students, film enthusiasts, and patrons of the culture and arts, in particular ? are able to watch these independent films, leaving the larger mass market unable to view these artistically-inclined movies. ?

?

Obligacion, however, believes that independent films should be part of the regular rotation in cinemas. ?A week-long event is clearly not enough for filmmakers to gain opportunity and exposure. Moreover, I think people are longing to find a new perspective, something indie films clearly offer.? ????????????

?

???Cabatingan shares the same sentiment. ?Indie films are for everyone to enjoy and to relate to. It is, after all, an entertainment medium per se. To exclude the mass market from experiencing these films will be pure discrimination.?

??????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????? ??On the other hand, Ong cautions over such a move for independent films to be mass-produced. ?I don?t think that the mass market in general will appreciate independent films instantly. These films are more complicated than commercial ones, with plots and techniques different from the usual story-telling the masa is used to. I?m afraid these independent films might not generate the needed attention and support from the general public.?

?

??????????? Ong wishes that ?the filmmakers would consider that not all the audience are art critics or scholars to understand every detail of the piece. Some independent films are too vague and complicated. I wish the creative team consider that the normal viewing public, including students like me, are watching and analyzing these independent films as well.?

Digging deeper, issues raised

?

??????????? Too high brow? Indie films, by definition, have always found it difficult to reach the mass market. ?Exclusive? venues and airing schedules limit audiences and feed into public perceptions of these films as catering only to a select, elite group.

Communications graduate Ogy Yap added, ?There have been efforts to give awareness to Independent cinema, but these have not been successful. Robinsons Galleria has dedicated a theatre for independent cinema, but ticket sales are less than impressive. The duration of the film?s showing is also not as long as those in the mainstream world. ?

?

But shouldn?t Indie films, like Art in general, be free for all? Moving toward a more open society where culture could flourish?

?

Perhaps taking a grassroots approach, airing the films in places like city halls, barangays, or even basketball courts would make a difference.

?

On growing popularity ?required?

?

??????????At Cinemalaya every year, throngs of students gather to watch the independent films usually after their professors require them to write reaction papers and reviews.

?

Ong agrees, but quipped that her desire to watch independent films came naturally. ?I voluntarily watched the film festival because I am really interested in the realities of our society and the creative execution in cinematography, video editing by our local filmmakers

?Students will look for opportunities for individual artistry even in the smallest or unrecognized people, something present in Cinemalaya,? expressed Obligacion. ?Additionally, an indie film is interesting if the topic or them directly relates to a target market. For example, a film talking about the complexities of a teenage relationship will definitely attract a lot of the young generation.? ???????????????? ??????????????????????????????????

At any rate, indie films are an eye opener, giving youth a better appreciation and understanding for art.

(AP) ? Mexican authorities are trying to sort out why a U.S. Embassy vehicle was shot up by federal police on a rural back road in mountains south of the capital, leaving two U.S. government workers wounded.

Officials from both nations said the federal officers were chasing criminals Friday morning when a hail of bullets was fired at the embassy sport utility vehicle, but the accounts left many questions unanswered.

The two American workers were taken to a hospital in the nearby resort city of Cuernavaca. One had a gunshot wound in his leg and the other was wounded in the stomach and a hand, said a Mexican government official who spoke on condition of anonymity. Hospital officials in Cuernavaca said the wounded were later transferred to a Mexico City hospital in stable condition.

The U.S. Embassy did not release the names of the injured workers, who it said were heading to a military training base south of Mexico City. Its statement said the employees and a Mexican naval captain traveling with them were fired on by a group of men, and were chased when they tried to escape. The naval officer was not seriously injured.

Mexico's federal police agency acknowledged that its own officers fired on the embassy's SUV, which appeared to be armored and has diplomatic plates. It said the officers were in the area looking for criminals, but it did not explain what happened.

Its statement said at least four vehicles fired at the embassy vehicle on a road south of the capital, but it did not clarify whether any or all of them were federal police units. Federal police spokesmen did not respond to The Associated Press requesting further comment.

A U.S. official who was briefed on the shooting said later that all the shots were fired by federal police.

Mexican prosecutors said in a statement late Friday that 12 officers based in Mexico City were being held for questioning. Officers based in the capital have jurisdiction only in Mexico City and in four suburbs of neighboring Mexico State, not in Cuernavaca.

The embassy employees were on their way to do training or related work at a military base, the U.S. official said.

"Apparently the police were looking for some bad guys and they ran into each other," said the official, who agreed to discuss the incident only if his name was not used. "It looks like it was just a bad mistake ... they just shot and kept shooting."

The shooting broke out in an area that has been used by common criminals, drug gangs and leftist rebels in the past.

Mexican officials said the Americans' vehicle initially was fired on by a carload of gunmen who first displayed their weapons as the embassy SUV drove along a stretch of dirt road off a highway that connects Mexico City to Cuernavaca. The U.S. driver of the Toyota tried to escape, but three other vehicles joined the original one in pursuing them down the dirt road and onto the highway.

Passengers in all four vehicles fired, and the Mexican naval captain called for help, government officials said. Federal police officers and Mexican soldiers then showed up on the road.

The SUV stopped on the highway, but it wasn't clear if the driver was halted by the chasers or stopped because of the wounds.

The vehicle was riddled with bullets, most concentrated around the passenger-side window. The area was cordoned off and guarded by more than 100 heavily armed marines and soldiers, and the highway was closed for hours. Investigators examined what appeared to be shell casings.

The U.S. Embassy said it was helping Mexico's government in its investigation of the incident. It said the wounded were not agents of the Drug Enforcement Administration or the FBI, but officials for neither country identified what agency they work for.

"They are receiving appropriate medical care and are in stable condition. We have no further information to share at this time," said Victoria Nuland, a State Department spokeswoman in Washington.

U.S. Rep. Henry Cuellar, a Democrat from Texas who closely follows the affairs with Mexico, said both countries appeared to be working together to find out what went wrong.

"If the Mexicans are cooperating with U.S. officials to find out exactly what happened here then I don't think this will affect the U.S.-Mexico relationship," he said.

Attacks on diplomatic personnel in Mexico were once considered rare, but this was the third shooting incident in two years.

In 2011, a U.S. Immigration and Customs Enforcement agent was killed and another wounded in a drug gang shooting in northern Mexico.

A drug-gang shooting in 2010 in the border city of Ciudad Juarez killed a U.S. consulate employee, her husband and another man.

While Mexico City has largely been spared the drug violence that hits other parts of the country, Cuernavaca has been the scene of drug gang turf battles involving remnants of the Beltran Leyva cartel.

How Does Concrete Crack Injection Work?

Concrete crack injection involves using a polyurethane solution made up of urethane epoxy solution. The polyurethane material that is injected into the crack in your foundation has a 40 to 1 positive expansion ratio. This means that once injected into the crack, the material expands to fill the space fully and to completely seal the crack so it your foundation is just as solid and as tight as if no crack had ever occurred.

When you hire a company for concrete crack injection, the first step that is normally done is the area where the crack is gets covered by a special temporary surface bond. This will ensure that the polyurethane material that is injected into the crack doesn't seep out but instead stays inside the cracked area, expanding and filling the crack completely.

After the surface bond has been applied, a drill is used to make angled holes for the polyurethane material to be injected into. Holes are drilled all along the crack, approximately every 12 inches so that the polyurethane material can be injected throughout and fill the crack completely. Ports are used on the holes to allow an injection machine to insert the polyurethane material into the crack.

The polyurethane injection into the crack begins at the port on the bottom hole and then the basement repair professionals will work upward, injecting polyurethane into each drilled hole until you get to the top. This ensures that none of the material exits or is forced out.

Once the material has been completely injected into the crack at all ports on the holes that were drilled, the material needs to sit for between 24 and 48 hours. At this time, the ports and temporary surface bond can be removed and you can reveal the completely filled-in crack in your new-and-improved foundation.
