So besides the normal approval of requirements, specifications or test plans, what should the stakeholder be taking ownership of? I believe we have all been in a situation where we are responsible for conducting an elicitation workshop and as we know one of the elicitation tasks is preparation. When the facilitator of a meeting or workshop neglects to prepare properly, the outcome is doomed from the start, but this is true for the participants as well. Participants should come to a meeting or workshop fully prepared, but unfortunately not a lot is done to enforce this.
If you have facilitated more than one session, you have most probably heard somebody say ?since you are the experts you should be telling us what to do,? and this normally comes from the participant who arrives with only his mobile phone. Although there is some truth in this statement, it is too often used as an easy way out of doing anything or for taking responsibility. The ?tell us what we don?t know? is used as plan B whenever the stakeholder has neglected to deliver on plan A, which is to prepare.
Just like making a child eat their vegetables, there are ways to make the stakeholder take responsibility, but as with the former it is never easy and could lead to tears. This is part facilitation skill, part stakeholder management and part psychology. This is the how-to guide to getting your stakeholders to take responsibility.
Start driving home the message well ahead of time. Don?t wait for the last minute but remind participants of their responsibility to come prepared two or more weeks in advance. It is always a good idea to include anything that they should be bringing to the table in the agenda, which by the way should also be distributed early.
Ensure that any presentation material is distributed with instructions on what needs to be done, i.e., homework.
Make sure the agenda has a clear set of objectives, something that stakeholders can think about but also that is of particular value to them. You want to ensure there is a sense of anticipation, i.e., ?they are going to be discussing this and I?m not being left out.?
Get to know your stakeholders, that way you can talk to them, ensuring they have a sense of ownership. Throwing a general statement out there has its place, but nothing says ?you own this? more than looking somebody in the eyes when addressing an issue.
Actively engage the stakeholders to make some verbal commitments. One of the outcomes of any meeting or workshop is an action list, but getting verbal agreement from a stakeholder in front of his peers always provides an ?Oh #$#@# now I am responsible? moment.
Make it about them. We all know that is why we do it, but in many cases stakeholders attend sessions because they were told to, and there is nothing worse than dealing with a stakeholder who did not buy into the idea. If they feel you are there to try to add value to the function (and not just because it is a contract deliverable), you might be surprised how they open up.
But the old adage ?you cannot satisfy everybody all the time? remains true. There are times that stakeholders will arrive with the gusto of a sloth on his way to his afternoon sleep and remain like this throughout, but there are always opportunities where you can awaken the beast and as a facilitator this is part of what you should be looking for.
The most important and powerful tool you have to mitigate this type of behaviour is?YOU! When stakeholders say that we [BAs] are the experts and should be guiding them, they are 100% correct. If we cannot do this then we have no place standing in front of the customer. To manage your stakeholder effectively, you need to do so from a position of authority. Contrary to popular belief, availability is NOT a skill and nothing annoys and breaks down trust quicker than a placeholder, so if you see this coming your way, run!

BEIJING (AP) ? China has expelled disgraced politician Bo Xilai from the country's top legislature, paving the way for criminal proceedings against him.
China's official Xinhua News Agency says the Standing Committee of Chongqing's Municipal People's Congress has decided to remove Bo from his post as deputy to the 11th National People's Congress.
Delegates to that body have immunity from arrest and prosecution.
Bo's removal is largely a formality after he was ousted from the Communist Party on Friday, accused of crimes including taking bribes and abusing his power.
Bo's fall from grace has been spectacular. He had been a prime candidate for a top post in China's leadership until a scandal broke involving his wife's murder of a British businessman.

WASHINGTON (AP) ? With Iran's nuclear program sparking tension around the world, Secretary of State Hillary Rodham Clinton looked for a diplomatic way to halt Tehran's uranium enrichment in meetings Thursday with world leaders. Later, she was expected to hear an alternative argument for possible military action in a private meeting with Israeli Prime Minister Benjamin Netanyahu.
The diplomacy came in an action-packed day at the U.N. General Assembly, where Netanyahu told global leaders that Iran will have enough enriched uranium for a nuclear weapon by next summer. He also drew a "red line" across a drawing of a bomb on a poster, reminding everyone of his demand for President Barack Obama to declare when the U.S. might attack Iran. Obama has rejected the demand.
It is getting "late, very late" to stop the Iranian nuclear threat, Netanyahu said at the United Nations.
"Red lines don't lead to war; red lines prevent war," he said.
The Islamic republic insists its program is solely for peaceful energy and medical research purposes, while the U.S. and many Western and Sunni Arab states see that as a cover for developing nuclear arms. But there is disagreement on how to stop Iran, with Obama insisting there is more time for diplomacy and hard-hitting sanctions while Netanyahu presses for a military response.
That spat has spilled over into Obama's bid for re-election, with Republican challenger Mitt Romney accusing the president of being weak on Iran. Romney has promised a more credible threat of military action and closer alignment of U.S. policy with Netanyahu's positions ? an argument that resonates with some Jewish and pro-Israel evangelical Christian voters.
Neither presidential candidate, however, advocates clearly for military action.
An attack on Iran's nuclear facilities would surely prompt retaliation. Iran could seek to disrupt fuel supplies from the Persian Gulf, through which about one-fifth of the world's oil flows, or it can support proxies such as Hezbollah to attack Israel or U.S. allies in the Gulf. A worst-case scenario might see the U.S. dragged into another major war in the Muslim world at a time of staggering American debt and continued economic struggles.
Obama and Netanyahu will probably speak by telephone Friday, the White House said, after Clinton's meetings. She is doing the bulk of America's diplomatic work at this year's gathering of global leaders in New York, with Obama ruling out any bilateral meetings with presidents or prime ministers so he can spend more time campaigning for re-election.
First, Clinton gathers at the U.N. with the foreign ministers of Britain, China, France, Germany and Russia ? powers that have sought, over several rounds of negotiations, to convince Iran to comply with its nuclear negotiations. All such efforts have failed so far. The latest efforts collapsed this summer after proposals from Iran that Clinton termed "nonstarters."
She'll meet at a New York hotel with Netanyahu, who has played down the impact of economic and diplomatic restrictions on Iran and criticized previous high-level diplomatic talks for only giving more time to Iran to press ahead with uranium enrichment.
But Washington insists its sanctions campaign is severely damaging Iran's economy. And a new report from the Israeli Foreign Ministry, leaked Thursday, concluded that oil exports sank by more than 50 percent in the past year and that measures on the central bank have made it difficult for the regime to access its foreign currency. Tuesday, the?Federal Home Finance Agency?s Home Price Index (HPI) showed home values rising 0.2% on a seasonally-adjusted basis between June and July 2012, and moving +3.7% on an annual basis.
Home values have not dropped month-to-month since January of this year ? a span of 6 months.
For today?s home buyers and sellers throughout San Juan County , though, it?s important to recognize on what the HPI is actually reporting.
Or, stated differently, on what the HPI is not reporting.?The Home Price Index is based on home price changes of some homes, of certain ?types?, with specific mortgage financing only.
As such, it excludes a lot of home sales from its results which skews the final product. We don?t know if home values are really up 0.2% this month ? we only know that?s true for the home that the HPI chooses to track.
As an example of how certain homes are excluded, because the HPI is published by the Federal Housing Finance Agency and because the FHFA gets its access to home price data from Fannie Mae and Freddie Mac, it?s upon data these two entities upon which the Home Price Index is built.
Home price data from the Federal Housing Administration (FHA), from local credit unions, and from all-cash sales, for example, are excluded from the HPI because the FHFA has no awareness that the transaction ever happened.
In 2006, this may not have been a big deal; the FHA insured just 4 percent of the housing market at the time. Today, however, the FHA is estimated to insure more than 20% of new home purchases. Furthermore, in August,?more than 1 in 4 sales?were made with cash.
None of these home sales were included in the HPI.
Furthermore, the Home Price Index excludes certain home types from its findings.
Home sales of condominiums, cooperatives, multi-unit homes and planned unit developments (PUD) are not used in the calculation of the HPI. In some cities, including Chicago and New York City, these property types represent a large percentage of the overall market.?The HPI ignores them.
Like other home-value trackers, the Home Price Index can well highlight the housing market?s broader, national trends but for specific home price data about a specific home or a ZIP code, it?s better to talk with a real estate agent with local market knowledge.
Since peaking in April 2007, the Home Price Index is off 16.4 percent.

If you thought Japan's extreme fad culture would stop short of people injecting saline into their foreheads to make it look like they have bagels implanted under their skin, you were wrong. Being a "bagel head" is, indeed, currently in vogue in Tokyo.
The bizarre body modification procedure, which was highlighted in a Sept. 23 episode of "Taboo," a show on the National Geographic Channel, involves injecting about 13.5 ounces (400 milliliters) of saline into a person's forehead to form a huge welt, then pressing a thumb into the welt to create an indent.?The process takes two hours, and the trendy swelling goes down in under a day.
Questions about what is going through these people's bagel-shaped heads aside, is this fad dangerous?
Potentially, says Omar Ibrahimi, a dermatologist at the Connecticut Skin Institute and visiting assistant professor at Harvard Medical School, who has had experience injecting saline solution into bodies during cosmetic procedures. The risks of bagel-heading are threefold, Ibrahimi said.
First, the body can safely absorb normal saline solution injected under the skin, and doctors sometimes use it as a form of local anesthesia; however, "saline solution that is too concentrated can overload the body's capacity to process salt," Ibrahimi told Life's Little Mysteries. If a naive bagel head were to accidentally use highly-concentrated?hypertonic saline solution instead of the normal kind, for example, he or she could experience extreme dehydration of the kind that happens when you drink salt water.
Secondly, if the saline solution isn't sterile, there's "a lot of risk of bacterial or fungal infection," Ibrahimi said. Most of the pathogens commonly found in unsterilized water can be killed off by the immune system when ingested into the digestive tract; however, the pathogens have a higher chance of gaining a foothold when escorted directly beneath the skin, such as during bagel-head surgery.
Water contamination is also one of the lesser-known risks of getting a tattoo. Just last month, the use of unsterile water as a diluting agent in tattoo ink resulted in a spate of bacterial infections across four U.S. states. Such infections cause painful rashes that can last months, requiring strong antibiotic regimens and sometimes surgery to eradicate.
But even perfectly sterilized saline solution of the ideal concentration could leave bagel heads deeply regretting their ultra-fashionableness. And considering that this last risk is aesthetic, it might make more headway in putting an end to the trend.
"I'd be worried that if people did this repeatedly you might actually, indeed, stretch the skin beyond its normal elasticity, and this could cause permanent laxity," Ibrahimi said.
In other words, bagel heads could become deflated-bagel heads: a fashion mishap in anybody's book.

NAIROBI (Reuters) - Some of the world's biggest hotel brands including Marriott, Hilton and Rezidor are planning to open hotels in Kenya to cash in on a surge in business travellers from China and the Middle East to east Africa's biggest economy.
Interest in Kenya from China and other new markets including India and the United Arab Emirates led to a 15 percent surge in visitors to the country to 1.26 million last year, accounting for about 80 percent of total bookings in Nairobi.
Kenya is racing to improve facilities to meet this growing demand, which has important economic implications - the sector generated foreign exchange earnings of 98 billion shillings last year, second only to tea.
Its main airport, the biggest in east Africa, is being expanded to double its capacity to over 4 million passengers.
Alex Kyriakidis, Marriott's president and managing director, Middle East and Africa, said he expected to sign a deal by the end of the year to open a hotel in Kenya by 2015.
"We believe investment in infrastructure in the airport and Nairobi looking to be a hub is very positive," Kyriakidis told Reuters at the Africa Hotel Investment Forum held in Kenya's capital, Nairobi.
Hotel operators at the Forum shrugged off concerns over violence that have in the past dented Kenya's tourism sector, including during the election in 2007.
"We have just gone through the Arab Spring in North Africa (and) all our hotels are absolutely fine," Kyriakidis said.
Besides Kenya, Marriott plans a total of about 5,000 rooms in Benin, Ethiopia, Ghana, Gabon, Nigeria and Rwanda by 2015, a $1.5 billion investment.
Hilton plans to open two new hotels in Nairobi and is looking to renovate and rebrand existing hotels on Kenya's coast, as well as venturing into Congo and Rwanda.
Rezidor will open two in Nairobi by 2014.
Africa has posted strong growth rates of about 5 percent in recent years, second only to Asia, drawing increased investment, according to World Bank estimates.
"Seven out of the 10 fastest (growing) economies are in sub-Sahara Africa. We would be crazy not to be focused in the sub-Saharan market," said Andrew McLachlan, vice president of business development Africa and India Ocean Islands at Carlson Rezidor.

Today is part V and although it?s a bit longer than the others, it?s chalk full of great inspiration for you to soak up. Two sisters who both have 5 children share how they manage life, business + getting it all done. Meet this women of Vintage Rose Wraps?
Let me first preface this by saying that it is only through a blessing from beyond how 2 sisters, nearly 5 years apart both ended up with 5 children each?all the same ages! :) We are Katie + Ginny, owners of Vintage Rose Wraps, and our children are?

As children and while growing up, we had a family cottage industry and learned to love the idea of using personal resources from home to create something that could be loved by others.
We?ve always done something together, whether it was creating items to be sold at a local holiday home show, or helping put on women?s retreats to bless the lives of others.? But with the birth of each child, and an eventual move out of state for one of us, we honestly put things on the backseat so we could focus our energies in raising our children.
But you never know when you might just happen upon a little business.? My sister had given me some headbands in 2008 ? I liked the concept and so did my friends.? So I set out to make some of my own.? I made a few and gave them as gifts, and it wasn?t too long before others wanted me to make them for themselves.? I sold them for holiday shows and people in my area and things just sort of naturally escalated from there.? I felt an inner tug, called my sister, and eventually created VINTAGE ROSE WRAPS.
We?ve now taken our headbands to the wholesale Market Shows in NYC, Atlanta and Dallas and currently sell to over 700 stores across the country ? with wholesale being about 95% of our business and the other 5% through Facebook and word of mouth.

BEFORE children, here?s what a typical day looked like:
After getting married, both of us graduated with degrees in Family and Consumer Studies, so a lot of our time was spent completing those and also working outside the home.? Ginny was over sales in a large touristy consignment shop, and I helped with creative projects at a non-profit organization that assisted abused children.? For fun, we?d eat out a lot, go on weekend getaways with our hubbies, and travel!? Oh that was the life!? We weren?t sure what the day would hold as there was always an adventure to be had.

And now AFTER children:
We both eventually stopped working when children came along, so this left opportunities to try some new things together. So aside from the day to day responsibilities of taking care of children, we?d get together a lot, create things, and really just try and go with life as usual.? We?d steal hours from the day during naptime and late at night to accomplish things we?d wanted to. ?I don?t think it was until the third babies came that life really changed.? Now with five each, we really work to accomplish things with the help of our very supportive husbands, friends, and family.? We still try to make homemade meals at least 5 nights a week, take time to travel with hubbies when possible, and steal a few hours of the night after the kids go to bed to catch up on work things.
I think the biggest prompting was that our internal voice told us we?d always do something.? We tried lots of things before we landed on this?and I think truthfully, we didn?t anticipate that this thing was ?the one? ? but now as we look back on how things have progressed, we realize that everything we?d done before was just helping us grow our talents and abilities to be able to be successful at this business.? Our past experiences, our interactions with people, even where we grew up and where I moved all shaped how this business was able to grow the way it has.
Because we came into this business after most of our children were born, it wasn?t until our last babies came that we needed to hire a little help.? We have a shipping office with 1 full time and 1 part time employee and a couple of fill-in employees when needed, and we have anywhere from about 4-8 sew-ers who sew for us weekly.? Other than that, we do our best to manage home life on our own.? Occasionally we have a cleaning lady who comes into help us here and there when we need a little extra boost ? but for the most part we work to manage everything else on our own.
I don?t think having children changed our outlook on our business ? rather it was the business that changed our outlook on home life.? I think because we have to work harder to have quality-time with our children, we really value day-to-day interactions with them and try to find joy in our every day routines.? We work to build memories with our kids more often and are more conscious that we?re not letting anything fall through the cracks.? With that said, that doesn?t mean we don?t ever let anything fall through the cracks ? but I think we strive harder to be good Moms because we have to ? and if we aren?t doing our best, we feel it more because there?s always something to blame it on! ;)
Because of this, we have felt the need to share our experience as mothers and business owners with others ? which has led to our new, very exciting endeavor ? our blog ? The Vintage Mother ? going live shortly! {late September 2012}? We realize there is so much we can do to extend ourselves to Moms and business owners alike and share our experiences to bless the lives of others.? We hope you?ll take the opportunity to get to really know us.
In our opinion, that of ?being a Mother? will be the most important work you ever do.? If you have the opportunity to be a Mom, how wonderful and what an amazing gift!? With that said, take opportunities to listen to your internal tuggings and follow your heart.? If you have a desire to have a business while being a mother, the right timing for things will fall into place.? You don?t have to compromise motherhood for business.? It can be done with a good support system and you can still be a fantastic mother.
On a business note, here?s our advice ? simply put:? Do what you do well.? It doesn?t require any alarming amount of creativity or style or perfection.? Create something you love ? something you?re proud of.? Market it as best as you know how.? Follow your instinct, be smart, and go with it.

Gov. Jerry Brown signed a bill on September 18, 2012 to reduce workers? compensation costs for California businesses while still increasing benefits to injured workers.
Bill supporters say the legislation will make the workers? compensation insurance system more efficient and the
governor?s office agreed, saying changes were needed because the cost of insurance has risen from $14.8 billion to $19 billion in the past two years alone.
?We?re saving hundreds of millions of dollars for businesses, we?re getting workers back to work faster and we?re getting them the kind of medical care they need,? Brown said before signing the bill in San Diego on September 20.
The bill, SB863, will increase benefits to permanently disabled workers by $860 million a year while giving employers a break on insurance costs. Still, several attorneys who represent injured workers said the bill limits litigation, which might lead to fewer benefits for their clients.

I remember reading somewhere that people prefer dental work to public speaking. After a few months of dental work which included root canal, I can?t say I agree with that. But what if you think that public speaking is the worst thing in the world but you have to do it anyway? ? There are things you can do to minimize the anxiety and trepidation associated with public speaking. You can begin by reframing your thoughts.
One of the things that might be helpful is to think about the fact that most people are largely unaware of someone else?s actual state of anxiety and discomfort when presenting before an audience. ?We are all in our own worlds made up of our own thoughts. According to the research done by the psychologist Elaine Aron, it is only about 20% of the population that has some keen awareness or ?high sensitivity? to the nuances of other people. That means that the other 80 percent is not that cued in to noticing that you are nervous. ? Nor do most people particularly care.??People are more concerned with content than whether the person is nervous saying it. ?Think about it, when we listen to politicians, in our eagerness to hear what they have to say, or in our outrage to what we've heard, do we really care about whether they are nervous? We all come from our own reference point and?nobody really knows what is going on with someone else (unless they actually tell you.) ?So if you think that everyone can tell that you are nervous, there is a really good chance that they have no idea.
And here are some things that might help lower the anxiety associated with public speaking.
1. Do your homework and plan what you want to say. ???As obvious as that might seem, ?I'll wing it" doesn't always work.?Think before you speak. Case in point, political speechs that leave us wondering why clearly no thought was given to some outrageous thing that was said. ?Knowing what it is that you want to say goes a long way in lowering anxiety.
2. Write down what you are going to say. Just knowing that you've written down on paper what it is you plan to say lowers your anxiety.?A thoughtful toast at a wedding read from a napkin, for example, is always well received and no one cares that it wasn't memorized. ?I suggest note cards printed or written in a really large font that you can see comfortably at a distance. (So you don't have to squint or fumble for reading glasses.)?If you have to fall back on reading, so be it?it is not the worst thing in the world. Teleprompters were made for a reason.
3. Give yourself permission to be imperfect. Of course you want to do a great job, but expecting to never mess up is not realistic. Sometimes we're not on our game and you need to give yourself a break. By being kind to yourself, you lower the anxiety that contributes to messing up.
4. And finally, do something nice for yourself after you've finished. In a behavioral way, positive reinforcement sets the stage for future successes.

LAS VEGAS (Reuters) - Under fire from fellow Republicans to be more visible in swing states to help his shaky campaign, Mitt Romney will have to pull himself away from a major drag on his time: fundraising events.
Presidential hopeful Romney's new strategy to sometimes hold three campaign events a day in the key states that will likely decide the November 6 election has yet to kick in.
Instead, on Friday he flew across the country to hold just one rally in Las Vegas, but also to attend a fundraiser with wealthy donors at the Red Rock Casino Resort and another one near San Francisco.
"President Obama says he can't fix Washington. I can. I will lead. I will get the job done," he told the Las Vegas audience of financial backers and casino bigwigs.
Among the supporters was Sheldon Adelson, the billionaire owner of The Venetian Resort. Romney teased him in his remarks. "I don't know how it is that Sheldon Adelson got in the front row," he quipped.
Romney needs to keep his donors sweet after President Barack Obama and his allies scored a financial victory in August over the Republicans.
Romney's "Super PAC" - Restore Our Future - plowed through $21.2 million as its fundraising declined for the second month, leaving it with just $6.3 million in cash on hand and raising questions about how much of an ad-buying force it will be in the home stretch.
Adelson and his wife gave $10 million to the Super PAC in June but it is not known whether he and Romney discussed further funding on Friday. The two men were photographed shaking hands after the Red Rock event.
Also in Nevada, Romney held a rally where he spoke for about 20 minutes to several thousand supporters at the campus of the University of Nevada, Las Vegas.
The Republican touched on proposals to help the still-struggling housing market. Nevada, a swing state where polls show a tight presidential race, was one of the epicenters of the housing bust that helped trigger the 2007-2009 U.S. recession.
Romney said the government should move aggressively to sell hundreds of thousands of foreclosed houses it has on its books.
HISTORIC MANSION
He then flew to his other donor event, at a historic mansion in Hillsborough, a wealthy community outside of San Francisco. Among those in attendance was George Shultz, U.S. Secretary of State under President Ronald Reagan.
Romney, who lags narrowly in national polls but by notable margins in battleground states such as Ohio, has mostly stayed away from big swing-state campaign events in the past week.
He has spent time raising money in California, a sure Democratic win in November, and Texas, which is safely Republican. He also visited Georgia and Utah, both Republican-leaning red states, for fundraisers.
"Romney doesn't seem to be out there campaigning enough," Peggy Noonan, former speechwriter for Reagan, wrote in The Wall Street Journal.
The former Massachusetts governor seems "always be disappearing into fundraisers and not having enough big public events."
The number of voters reached by retail campaigning - shaking hands at a state fair, or speaking at a rally - pales next to those that a campaign can appeal to through the kind of intensive television advertising that funds raised from wealthy donors can buy.
But at a time when most swing-state voters have seen hundreds of ads, a local event that might top the evening news is good publicity for a candidate that money cannot buy.
Romney has no public events planned for Saturday, which he will spend in Los Angeles and San Diego, where he has a home. On Sunday, he will hold an evening campaign rally in Denver.
Next week will see him spend more time in front of voters.
He goes on a bus tour of Ohio on Tuesday and Wednesday and will team up there with running mate Paul Ryan.
Apart from being a time sink, fundraisers also hold dangers for Romney. He was speaking candidly to donors at a luxury home in Boca Raton, Florida, in May when he made comments about Obama's supporters becoming reliant on federal aid. Those remarks made behind closed doors surfaced in a video this week and caused a firestorm of criticism.
