Egypt Islamists pull out stops in post-Mubarak poll (Reuters)

CAIRO (Reuters) ? Egyptians voted for a second day on Tuesday in an election that Islamists hope will bring them closer to power even though the army generals who took over from Hosni Mubarak have yet to step aside.

The parliamentary poll, the first since a popular uprising toppled Mubarak in February, has confounded fears of violence after a week of riots against army rule in which 42 people were killed.

The Muslim Brotherhood, banned but semi-tolerated under Mubarak, hopes its grassroots organization will help it sweep into parliament but it is not clear how much influence the assembly can wield while the generals remain in power.

Monitors said turnout was high on the first day, although no official figure has yet been released. They reported logistical hiccups and campaign violations but no serious violence.

In a voting station in Cairo's Zamalek district, judges put turnout at 50 to 60 percent. Among dozens of waiting voters were some who were back after being deterred by Monday's long queues. Judges elsewhere had put it at 30 to 50 percent on Monday.

"I wasn't sure whether to vote yesterday for fear of violence that marred past elections. But the impressive order and security have encouraged me to venture out," said Fathi Mohammed, 56, an early voter in Alexandria, where he works in the port authority. "I'm hopeful this country will rise."

Armed with laptops and leaflets, party workers of the Muslim Brotherhood's political wing and its Islamist rivals approached muddled voters to guide them through the complex balloting system and nudge them toward their candidates.

The ruling army council assumed Mubarak's formidable presidential powers when it eased him from office on February 11. It has promised to hand over to an elected president by July, but may seek to retain military perks and power behind the scenes.

If the staggered election process goes smoothly over the next six weeks, the new parliament will nevertheless enjoy a popular legitimacy that the generals lack. It may try to assert itself after rubber-stamping Mubarak's decisions for 30 years.

PEOPLE OF THE REVOLUTION

"Real politics will be in the hands of the parliament," said Diaa Rashwan, an Egyptian political analyst.

The next assembly could compete for authority with Kamal Ganzouri, an economist named last week by the army council to form a cabinet, which he hopes to unveil by Thursday. Ganzouri, 78, was prime minister under Mubarak from 1996 to 1999.

The United States, which has urged its longtime allies in Egypt's military to make way swiftly for civilian rule, said early reports on the first day of voting were "quite positive."

Many Egyptians had feared election violence after last week's bloodshed when frustration against army rule boiled over, as police fought repeated battles with protesters in and around Cairo's Tahrir Square, the heart of the anti-Mubarak revolt.

In a polling station in the capital's Nasr City district, two old women baffled by the welter of obscure candidates on offer, asked some youngsters: "Who are the people of the revolution so we can give them our vote? May God protect them."

Some Egyptians yearn for a return to stability, uneasy about the impact of political turmoil on an economy heading toward a crisis sure to worsen the hardship of impoverished millions.

Others worry that resurgent Islamist parties may dominate political life, mold Egypt's next constitution and threaten social freedoms in what is already a deeply conservative nation of 80 million people whose 10 percent Coptic Christian minority complains of discrimination from the Muslim majority.

As voting resumed in the chilly, rain-swept coastal town of Damietta, Sayed Ibrahim, 30, said he backed the liberal Wafd Party over its main local rival, the Islamist Salafi Nour Party.

"I'm voting for Wafd because I don't want an ultra-religious party that excludes other views," he said, in jeans and a cap.

"It's the first time I feel there are honest elections. Last year it was probably 10 percent honest and 90 percent rigged. It was thuggery," he said, referring to the last Mubarak-era election a year ago. "Now the army's doing a good job."

Islamists expect to do well in the poll, but the outcome is hard to predict under a complex voting system of party lists and individual candidates. Full results will emerge only in January.

Political transformation in Egypt, the most populous Arab country, will reverberate across the Middle East, where a new generation demanding democratic change has toppled or challenged the leaders of Tunisia, Libya, Syria and Yemen.

"It's important for every citizen to vote so this parliament represents the people and their voices reach the government," said Sara Fekry, 29, an advertising agent voting in Zamalek.

But Howeida Hussein, a 40-year-old teacher, said after casting her ballot she still feared the military might interfere in the election outcome.

"They might try, but they will not succeed because the Egyptian people are very aware."

Smooth polling helped Egypt's benchmark share index to jump the maximum five percent allowed in one day's trading.

"People perceive yesterday's turnout positively. It was much better than expectations," Osama Mourad of Arab Finance Brokerage said shortly before the market opened.

SEC's Schapiro asks for tougher penalty powers (Reuters)

WASHINGTON (Reuters) ? U.S. Securities and Exchange Commission Chairman Mary Schapiro is asking Congress to expand its powers so it can impose tougher financial penalties against wrongdoers on Wall Street.

Schapiro's request, in a November 28 letter to two U.S. senators, comes as the agency is under fire for entering settlements that a federal judge criticized as too lenient.

On the same day that Schapiro spelled out her legislative wish-list to Congress, a federal judge in New York threw out the agency's proposed $285 million settlement with Citigroup Inc over the sale of toxic mortgage debt during the financial crisis.

U.S. District Judge Jed Rakoff called the monetary fine component of the settlement "pocket change" and said investors were being "short-changed."

The SEC had alleged investors lost $700 million from the bad bets, while Citigroup had planned to give up $160 million in ill-gotten profit.

In her letter to Senators Jack Reed and Mike Crapo, Schapiro expressed frustration the law limits the agency to calculating fines based on two methods.

The first method limits the SEC's financial penalty to an amount equal to the defendant's ill-gotten profits.

Schapiro requested two changes to that method. She said the SEC should have the ability to impose a penalty that is three times the amount of ill-gotten gains.

She also said the SEC should have the flexibility to base the fines on losses suffered by investors.

The second method under which the SEC is currently allowed to calculate fines says the agency can penalize individuals up to $150,000 per violation and up to $725,000 per entity. Under Schapiro's proposed changes, those numbers would go up to $1 million and $10 million, respectively.

"Together, these changes would provide the commission with greater flexibility with regard to monetary penalties in cases where the misconduct is very serious, repeated or involves substantial investor losses," she wrote.

The SEC has been on the defensive about the size and content of its settlements. In 2009, Rakoff also rejected a proposed settlement with Bank of America Corp until the two parties agreed to raise the figure.

Schapiro said in her letter she also wants the ability to enhance penalties for repeat offenders. She added that her staff will be preparing draft legislative language for lawmakers to consider.

How bats 'hear' objects in their path

ScienceDaily (Nov. 28, 2011) ? By placing real and virtual objects in the flight paths of bats, scientists at the Universities of Bristol and Munich have shed new light on how echolocation works. Their research is published today in Behavioural Processes.

The researchers found that it is not the intensity of the echoes that tells the bats the size of an object but the 'sonar aperture', that is the spread of angles from which echoes impinge on their ears.

Echolocating bats emit calls for orientation. These calls bounce off objects in a bat's environment, carrying information about the object back to the bat -- for example, the echoes of large objects are louder than those of small objects. Analysing echoes when surrounded by a cacophony of calls and echoes from other bats, however, makes this a difficult task for the auditory system.

The Bristol and Munich researchers first wanted to know whether bats are able to use echolocation in such a crowded situation at all. The team filmed the flight paths of hundreds of bats of 13 different species while the bats were emerging from a cave, and then placed a small novel object in the flight paths.

Dr Holger Goerlitz, now a Research Fellow at Bristol's School of Biological Sciences, was amazed by the experience: "The videos clearly showed curves in the bats' flight paths after we introduced the small novel object. This means that the bats were able to use echolocation in this familiar and crowded situation to detect the object, which measured only 5x8 cm, and to guide their evasive flight."

But how do bats perceive the size of an object from the echoes bouncing off it? To test whether bats use echo intensity, the team used echoes of virtual objects, which could be manipulated in size, from a loudspeaker. This method records the calls of passing bats and simulates in real time the echoes of objects that are not present physically -- just like a projector can show visual images of absent objects. Using this method for the first time with wild bats, the researchers could manipulate a single echo parameter -- intensity -- and study its effect on the perception of object size.

Although the size of the virtual object, and thus its echo intensity, was more than ten times larger than the small, real object used before, the bats did not show any evasive flight.

Dr Goerlitz said: "This result suggested that the virtual object was lacking a crucial feature for object size perception. We think that bats use another echo parameter beside intensity: the sonar aperture, which is the spread of angles of incidence from which echoes impinge on a bat's ears. The sonar aperture directly correlates with the size of real objects. And in contrast to real objects, virtual objects presented from a single loudspeaker lack a wide sonar aperture."

A second study, just published in the Journal of Neuroscience by Dr Goerlitz's colleagues in Munich, confirms this finding. Using loudspeaker arrays, Melina Heinrich and colleagues trained bats in the lab to chose the larger of two objects. The results show that the bats were able to choose the larger object using the sonar aperture only, independently of echo intensity. This behaviour was reflected in the activity of nerve cells that reacted specifically to echoes of a given sonar aperture.

Together, these studies have uncovered a novel mechanism for object size perception in bats, which employs the small echo differences between both ears generated by echoes arriving from different directions. In contrast, our eyes can measure object size directly from the two-dimensional retinal image. By perceiving the intensity and sonar aperture of object echoes, however, the auditory system has evolved its own solution for the perception of object features -- giving bats access to comparable information about objects as we obtain with our eyes.

New Kinect Will Read Lips and Know if You're Sad [RUMOR] (Mashable)

Open the pod bay doors, Kinect 2. The next version of Kinect -- Microsoft's hands-free, gesture-controlled gaming peripheral for Xbox 360 -- is rumored to have such high processing power that it can read lips and even detect the emotions of its user. If that sounds scary, well, yeah, it's a little scary. If it's true, it also means the next generation of consoles are going to be super fun. Eurogamer spoke with an anonymous source who spilled the beans on the new Kinect and potential plans for the next generation of Xboxes.

The Kinect 2 will so improve its voice recognition and motion sensing that it will be able to determine which direction players are facing, their facial expressions and track the pitch of volume of player voices to measure different emotional states.

The current Kinect does a good job at recognizing voice commands and body movement but it is restricted by its USB interface. Kinect 2, according to Eurogamer's source, can feed the Xbox more information and have a higher resolution CCD (charge-coupled device).

The Kinect 2 rumors add to the gossip mill surrounding Microsoft's next generation Xbox. Microsoft is supposedly building two models; a less expensive box aimed at casual Kinect players and a souped-up model for hardcore players with a higher price tag. The consoles could arrive as early as 2012 though the actual date will probably be later.

Some notes: The report from Eurogamer is probably reliable though not necessarily revolutionary news. It makes sense the new Kinect will have enhanced motion sensing and vocal recognition. The rumor that the peripheral can detect emotional states is a little more interesting but it's unclear how this will fit into a game or media-browsing scenario. Anonymous sources are usually a cause for question, especially when there is no attribution or affiliation, for example "an anonymous source from Microsoft," or "a source that didn't want to be named because he/she are bound by contract."

Microsoft told Eurogamer it "does not comment on rumour or speculation," though that shouldn't count as a rejection or refutation.

(AP) ? Rick Neuheisel returned to UCLA determined to do everything correctly after a coaching career filled with big successes and equally big trouble.

Even athletic director Dan Guerrero, who fired Neuheisel on Monday after four disappointing seasons, agreed the formerly scandal-plagued coach did most everything the right way at his alma mater.

All except the winning part.

UCLA is 21-28 under Neuheisel, who will be allowed to coach in Friday's Pac-12 title game at Oregon. Offensive coordinator Mike Johnson will be the interim coach if the Bruins (6-6, 5-4 Pac-12) receive a bowl berth.

"Rick was a great representative for our school, and I'll always be grateful for that," Guerrero said. "I believe the sign of a good program is consistency. We just weren't there. We certainly had some losses that were of epic proportions ... in the second half of the season, and that simply wasn't good enough."

Neuheisel never built the momentum necessary to challenge mighty Southern California for city supremacy, and Guerrero fired Neuheisel two days after UCLA's 50-0 loss to No. 9 USC, the Bruins' largest loss since 1930 in their crosstown rivalry game. UCLA also lost 48-12 to lowly Arizona after a bye week, along with a 26-point loss at Stanford, a 29-point home blowout by Texas and a 25-point loss at Utah two weeks ago.

"I thanked Dan for the opportunity," Neuheisel said on the Pac-12's promotional teleconference for the title game, less than an hour after his firing was announced. "I don't need reasons and all that kind of stuff. Certainly when you're the UCLA coach, you'd like to play better against USC. I know that. We had our chances, but when you lose in the fashion we did, that's a difficult pill to swallow."

The Bruins will represent the Pac-12 South in the inaugural league title game on Friday despite finishing two games behind postseason-banned USC in the division standings. UCLA is a 30-point underdog against the Ducks with a Rose Bowl berth on the line for the winner.

Neuheisel said he didn't consider stepping down before the title game. He planned to run the Bruins' practice at Spaulding Field late Monday night.

"I hope I'm not a distraction," Neuheisel said. "I hope I'm some sort of help, in respect to the planning and how we go about it. We've been knocked down before this year, and somehow, some way, we've always responded. I hope we'll respond the same way."

If UCLA loses to Oregon, the Pac-12 would have to petition the NCAA for bowl eligibility for a 6-7 team. Guerrero said the Bruins already have filed for a waiver, and they will accept a bowl invitation if they're eligible.

UCLA made it to just one bowl game in Neuheisel's first three seasons, winning the EagleBank Bowl in Washington, D.C., in 2009.

Guerrero said he fired Neuheisel immediately after reaching his decision, not wanting to be disingenuous about the coach's future. Yet the decision allows UCLA to begin courting candidates, and Guerrero said he has "more financial ammunition" to hire an elite coach with the Pac-12's new television contracts and an influx of cash commitments from alumni and donors who want a big name in Westwood.

Guerrero also said he would prefer a coach with prior head coaching experience, even somebody "sitting in that chair" right now in charge of a successful program. Boise State's Chris Petersen is widely rumored to be atop UCLA's wish list, as he is at most West Coast schools with vacancies.

Neuheisel's firing before the title game is an ugly end to the 50-year-old coach's self-described dream job. He was a quarterback at UCLA, leading the Bruins to an unlikely victory in the Rose Bowl on Jan. 2, 1984.

"I'm just thankful for the opportunity," Neuheisel said. "This has always been a place that I wanted to have the chance to help bring it to a place that everybody would be proud. Obviously we've fallen short of that."

Neuheisel had more success during his first two head coaching stops at Colorado and Washington, leading the Buffaloes to 33 wins and three bowl victories over four seasons before taking the Huskies to four straight winning seasons and a Rose Bowl victory after the 2000 campaign.

Neuheisel eventually was dismissed by Washington after a series of problems in Seattle ranging from player discipline to a rift with school leadership to his infamous involvement in an NCAA basketball tournament pool. After two years out of coaching and a stint on the Baltimore Ravens' staff, Neuheisel took over at UCLA.

But the Bruins went 4-8 in his first and third seasons, with a 7-6 finish in 2009. He had high expectations for his current team, but the Bruins have won consecutive games just once all season.

When Neuheisel returned to UCLA, he appeared in newspaper ads created by the school's marketing department and highlighted by a quote: "The football monopoly in Los Angeles is officially over." Although Neuheisel didn't order the ads, the words hung over him with each loss by his Bruins.

Neuheisel ended up with much less success than former teammate Karl Dorrell, who was fired in 2007 after going 35-27 in five seasons that included four bowl berths, a 10-2 campaign in 2005 and a Sun Bowl victory.

Johnson joined Neuheisel's staff this season, replacing Norm Chow after Neuheisel's messy public breakup with the longtime offensive mastermind. Johnson, a Los Angeles native and veteran NFL assistant, was the San Francisco 49ers' offensive coordinator for most of last season, and he has helped Neuheisel to lead a resurgence of UCLA's offense this year.

Neuheisel said he hadn't thought about his future.

"This has kind of hit me between the eyes here a little bit," Neuheisel said. "I've been on one track, which is just to do the best I can with this particular team. That will be the case at least through Friday, and then we'll make any decisions on which course I take."
